Marking a historic milestone in strengthening rural livelihoods and advancing the vision of a developed rural India, the Viksit Bharat – Guarantee for Rozgar and Aajeevika Mission (Gramin) [VB-G RAM G] Act, 2025 has come into force across the country from today. With the commencement of the Act, eligible rural households will now have a statutory entitlement to 125 days of guaranteed wage employment. The Act seeks to make rural employment more effective, transparent and outcome-oriented while accelerating the creation of durable rural assets, conservation of natural resources, enhancement of agricultural productivity, livelihood promotion and women-led development.
With the Act becoming operational, the Government of India has also notified the revised wage rates under the VB-G RAM G Act, 2025 for all States, Union Territories and notified wage areas. As a result, no notified daily wage anywhere in the country will be below ₹300. The national average notified wage has increased from ₹298.8 per day to ₹327.4 per day, reflecting an average enhancement of more than 10 per cent. States such as Uttar Pradesh, Bihar, Jharkhand, West Bengal, Assam, Arunachal Pradesh and Himachal Pradesh have witnessed wage increases ranging from 15 to 25 per cent. To ensure seamless and effective implementation of the Act from day one, the Government has already released an interim allocation of ₹95,692.31 crore to States and Union Territories to facilitate uninterrupted employment generation, timely wage payments and execution of development works.
Union Minister for Rural Development and Agriculture & Farmers’ Welfare Shri Shivraj Singh Chouhan said that today marks a historic and unprecedented day for rural India. He said that under the leadership of Prime Minister Shri Narendra Modi, the VB-G RAM G Act is not merely a new law but a transformative initiative that ushers in a new era of dignity, self-respect and livelihood security for millions of rural workers. He said that eligible rural families will now have a statutory right to 125 days of employment instead of 100 days. Shri Chouhan emphasized that the Government’s highest priority is to ensure that no eligible rural worker is deprived of employment even for a single day. He added that the Centre and the States have completed all necessary administrative, financial and technical preparations for the smooth rollout of the Act. Expressing confidence in the initiative, he said it would create new livelihood opportunities in villages, accelerate the creation of durable assets, strengthen women’s empowerment and give fresh momentum to the vision of an Atmanirbhar and Viksit Rural India. He also called upon all citizens to become partners in building prosperous, empowered and self-reliant villages.
To mark the national rollout of the VB-G RAM G Act, 2025, a National Launch Programme will be held on 2 July 2026 at Mukkavaripalle Village, Obulavaripalle Mandal, Tirupati District, Andhra Pradesh. The programme will be attended by Union Minister for Rural Development and Agriculture & Farmers’ Welfare Shri Shivraj Singh Chouhan, Chief Minister of Andhra Pradesh Shri N. Chandrababu Naidu, Deputy Chief Minister Shri Konidela Pawan Kalyan, Minister of State Dr. Chandra Sekhar Pemmasani, Minister of State Shri Kamlesh Paswan, along with other dignitaries.
The National Launch Programme will feature the formal launch of VB-G RAM G, distribution of Rural Employment Guarantee Cards to beneficiaries, launch of the VB-G RAM G software platform, release of key publications, interaction with beneficiaries, and the inauguration of several initiatives aimed at ensuring the effective implementation of the Act.
आज से पूरे देश में लागू हुआ VB-G RAM G अधिनियम
ग्रामीण भारत के समग्र विकास और ग्रामीण परिवारों की आजीविका को सशक्त बनाने की दिशा में एक ऐतिहासिक कदम के रूप में ‘विकसित भारत – गारंटी फॉर रोजगार एवं आजीविका मिशन (ग्रामीण) [VB-G RAM G] अधिनियम, 2025’ आज से पूरे देश में लागू हो गया। अधिनियम के लागू होने के साथ ही पात्र ग्रामीण परिवारों को अब 125 दिनों के रोजगार का वैधानिक अधिकार प्राप्त होगा। यह कानून ग्रामीण रोजगार को अधिक प्रभावी, पारदर्शी एवं परिणामोन्मुख बनाते हुए टिकाऊ परिसंपत्तियों के निर्माण, प्राकृतिक संसाधनों के संरक्षण, कृषि उत्पादकता में वृद्धि, आजीविका संवर्धन तथा महिला सशक्तिकरण को नई गति देगा।
अधिनियम के प्रभावी होने के साथ ही केंद्र सरकार ने VB-G RAM G अधिनियम, 2025 के अंतर्गत सभी राज्यों, केंद्रशासित प्रदेशों तथा अधिसूचित वेज क्षेत्रों के लिए संशोधित मजदूरी दरें अधिसूचित कर दी हैं। अब किसी भी राज्य, केंद्रशासित प्रदेश अथवा अधिसूचित वेज क्षेत्र में दैनिक मजदूरी ₹300 से कम नहीं होगी। राष्ट्रीय औसत अधिसूचित मजदूरी ₹298.8 प्रतिदिन से बढ़कर ₹327.4 प्रतिदिन हो गई है, जो 10 प्रतिशत से अधिक की औसत वृद्धि को दर्शाती है। उत्तर प्रदेश, बिहार, झारखंड, पश्चिम बंगाल, असम, अरुणाचल प्रदेश तथा हिमाचल प्रदेश जैसे राज्यों में मजदूरी दरों में 15 से 25 प्रतिशत तक की वृद्धि की गई है। अधिनियम के निर्बाध एवं प्रभावी क्रियान्वयन के लिए केंद्र सरकार ने राज्यों एवं केंद्रशासित प्रदेशों को ₹95,692.31 करोड़ की अंतरिम राशि पहले ही आवंटित कर दी है, ताकि रोजगार उपलब्ध कराने, मजदूरी भुगतान तथा विकास कार्यों के निष्पादन में किसी प्रकार का व्यवधान न आए।
केंद्रीय ग्रामीण विकास एवं कृषि एवं किसान कल्याण मंत्री श्री शिवराज सिंह चौहान ने कहा कि आज का दिन ग्रामीण भारत के लिए ऐतिहासिक और अभूतपूर्व है। उन्होंने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के नेतृत्व में आज देशभर में लागू हुआ ‘विकसित भारत – गारंटी फॉर रोजगार एवं आजीविका मिशन (ग्रामीण)’ अधिनियम केवल एक कानून नहीं, बल्कि करोड़ों ग्रामीण श्रमिक भाई-बहनों के सम्मान, स्वाभिमान और सुरक्षित आजीविका का नया अध्याय है। उन्होंने कहा कि अब ग्रामीण परिवारों को 100 दिनों के स्थान पर 125 दिनों के रोजगार का वैधानिक अधिकार मिलेगा। श्री चौहान ने कहा कि सरकार की सर्वोच्च प्राथमिकता है कि कोई भी पात्र ग्रामीण श्रमिक एक भी दिन काम से वंचित न रहे। उन्होंने बताया कि अधिनियम के सुचारु क्रियान्वयन के लिए केंद्र एवं राज्यों ने सभी आवश्यक प्रशासनिक, वित्तीय तथा तकनीकी तैयारियां पूरी कर ली हैं। उन्होंने विश्वास व्यक्त किया कि यह पहल गांवों में आजीविका के नए अवसर सृजित करेगी, टिकाऊ परिसंपत्तियों के निर्माण को गति देगी, मातृशक्ति को सशक्त बनाएगी तथा आत्मनिर्भर ग्रामीण भारत के निर्माण को नई गति प्रदान करेगी। उन्होंने समृद्ध, सशक्त तथा आत्मनिर्भर गांवों के निर्माण में सभी नागरिकों से सहभागी बनने का आह्वान किया।
VB-G RAM G अधिनियम, 2025 के राष्ट्रीय शुभारंभ के उपलक्ष्य में 2 जुलाई, 2026 को आंध्र प्रदेश के तिरुपति जिले के मुक्कावरिपल्ली गांव (ओबुलावरिपल्ले मंडल) में एक राष्ट्रीय कार्यक्रम आयोजित किया जाएगा। कार्यक्रम में केंद्रीय ग्रामीण विकास एवं कृषि एवं किसान कल्याण मंत्री श्री शिवराज सिंह चौहान, आंध्र प्रदेश के मुख्यमंत्री श्री एन. चंद्रबाबू नायडू, उपमुख्यमंत्री श्री कोनिडेला पवन कल्याण, केंद्रीय राज्य मंत्री डॉ. चंद्रशेखर पेम्मासानी तथा केंद्रीय राज्य मंत्री श्री कमलेश पासवान सहित अन्य गणमान्य व्यक्ति शामिल होंगे।
राष्ट्रीय शुभारंभ समारोह के दौरान VB-G RAM G का औपचारिक शुभारंभ, लाभार्थियों को ग्रामीण रोजगार गारंटी कार्ड का वितरण, VB-G RAM G सॉफ्टवेयर का लोकार्पण, विभिन्न प्रकाशनों का विमोचन, लाभार्थियों के साथ संवाद तथा अधिनियम के प्रभावी क्रियान्वयन से संबंधित विभिन्न पहलों का शुभारंभ किया जाएगा।
