State Transport Commissioner Nagaraju Chakilam has informed that individuals who wish to buy or sell used vehicles must carry out transactions only through authorized used car dealers.

At present, several second-hand vehicle dealers are operating illegally in the market without proper licenses. Buying or selling vehicles through such unauthorized dealers may lead to fraud and other legal complications.

Only authorized used vehicle dealers are legally permitted to transfer vehicle ownership from the previous owner to the dealer and subsequently to the new owner.

Failure to transfer ownership in official records even after selling a vehicle poses serious risks. In such cases, the previous owner will remain legally liable for any illegal activities, traffic violations, fines, or accidents involving the vehicle.

If transactions are conducted directly between individuals, it must be ensured that all documents such as the RC book, insurance, and tax records are valid and that the ownership transfer is completed immediately.

Members of the public must verify that the second-hand/used car dealer has a valid Authorized Dealer Authorization Certificate as per Form 29B while buying or selling used vehicles.

The vehicle’s ownership should be temporarily transferred to the dealer through the Vahan portal using Form 29C.

Before buying or selling vehicles, it is essential to confirm that the concerned dealer holds a valid dealer authorization certificate issued by the Motor Vehicles Department. The list of authorized dealers can be checked on the official website: https://mvd.kerala.gov.in
